Queensland parliament passed the Home Ownership and Other Legislation Amendment Bill 2026 on 13 October, with changes the government says are intended to remove technical barriers for some first-home buyers.

According to the government's statement, a buyer may be able to qualify for a first-homeowner concession when an otherwise vacant block has an existing shed. The bill also addresses situations in which the transfer of a newly built home between a developer and builder could otherwise affect a buyer's eligibility.

These are targeted eligibility changes, not a guarantee that every buyer or property qualifies. Buyers should check the final law, commencement arrangements and Queensland Revenue Office guidance before relying on a concession.

The government also cited Australian Bureau of Statistics data showing more than 52,500 homes under construction in Queensland. That statewide figure is separate from the concession changes.
